Extra $1 billion added to NATO’s PURL program

Five NATO countries have confirmed they will provide an additional $1 billion to support Kyiv’s military through the PURL (Prioritized Ukraine Requirements List) program, Ukrainian Foreign Ministry said on Dec. 3.
The announcement followed a meeting of NATO foreign ministers in Brussels, Belgium. Introduced in July 2025, PURL allows European Allies to pay for deliveries of U.S. military equipment and ammunition to Ukraine, given that the White House has zero appetite to keep funding Ukraine aid.
“Five countries confirmed an additional $1 billion in support for our defense forces through the PURL program,” the ministry said in a Telegram post.
In his evening address, President Volodymyr Zelenskyy said Norway had announced a new PURL contribution, and that Canada and Luxembourg also increased their pledges. He added that Poland and the Netherlands had already committed funds, and that the first contributions from non-NATO countries are expected soon.
“I want to thank everyone personally,” Zelenskyy said.
“I look forward to a full report on our PURL program. It’s a key task for Ukrainian diplomacy to keep up the pace in defense projects with the United States and other partners.”
In November, NATO reported that Denmark, Estonia, Finland,
Iceland, Latvia, Lithuania, Norway, and Sweden had pledged $500 million in a
joint military-aid package for Ukraine under the PURL mechanism.
