Ukraine, France, and the United Kingdom signed a declaration of intent on the future deployment of multinational forces in Ukraine after the war, Ukrainian public broadcaster Suspilne reported on Jan. 6.
Ukrainian President Volodymyr Zelenskyy, French President Emmanuel Macron, and UK PM Keir Starmer signed the document after a meeting of the “coalition of the willing” in Paris. The participants also agreed to establish a joint coordination center that will operate the Franco–British force once it deploys on Ukrainian soil.
Zelenskyy said in a Telegram post that the militaries of France, the UK, and Ukraine had worked out the details of force placement, troop levels, specific weapon types, and the forces composition needed for an effective deployment.
“We already have all the necessary details,” he wrote.
“We understand which country can provide what among all the coalition members. I want to thank every leader and every nation that truly wants to be part of a peaceful solution.”
French President Emmanuel Macron said the declaration “for the first time recognizes operational convergence among 35 coalition countries, Ukraine, and the United States to establish reliable security guarantees.” He added that the document lays out all components of those guarantees in detail.
“Today in Paris, we held another meeting of the heads of state and government from the 35 coalition countries, together with President Zelenskyy and in the presence of the U.S. delegation led by Mr. Witkoff and Mr. Kushner,” Macron said.
“This meeting marks a significant step forward, reflected in the Paris Declaration on reliable security guarantees for a strong and lasting peace.”
