HUR: current risk of Russia using tactical nuclear weapons is low
The Main Intelligence Directorate (HUR) considers the
likelihood of Russia using tactical nuclear weapons to remain low, said Vadym
Skibitskyi, Deputy Chief of Ukraine’s HUR Security Service, during the expert
discussion Russia's Genocidal Practices in Ukraine: From the Holodomor to the
Russo-Ukrainian War, as reported by Ukrinform,
on Nov. 22.
“The nuclear threat remains. It hasn’t disappeared. If there
are carriers and nuclear warheads, the threat exists. This threat level can be
either high or low. Currently, it’s low. We monitor everything related to
this,” Skibitskyi said.
On Nov. 21, White House Press Secretary Karine Jean-Pierre
stated that the United States sees no signs that Russia might use nuclear
weapons against Ukraine.
On Nov. 19, Russian dictator Vladimir Putin approved a new
nuclear doctrine amid reports that the U.S. had, for the first time, allowed
Ukraine to carry out long-range strikes on Russian territory using ATACMS
missiles. The doctrine outlines five key conditions for the use of nuclear
weapons.
A White House National Security Council representative told
Bloomberg that the U.S. will not change its nuclear strategy in response to
Russia's decision, a stance later officially confirmed by the White House.
On Nov. 21, for the first time since the invasion, Russia launched an intercontinental ballistic missile from Astrakhan Oblast at Ukraine. The missile is designed to deliver nuclear warheads. Later, Putin stated that Russia had “tested” an Oreshnik intermediate-range ballistic missile against Ukraine.
The military war may be swinging in our favor, but the information war continues.
