Russia should make territorial concessions and downsize its forces — Keith Kellogg
U.S. Special Representative for Ukraine and Russia Keith Kellogg outlined potential concessions Vladimir Putin should make to end the war during a debate at the Munich Security Conference on Feb. 15.
Kellogg said a potential agreement could involve territorial concessions, limits on future military use, and a reduction in troop numbers.
He also stressed the need to prevent Russia from forming alliances with Iran, North Korea, and China.
Kellogg rated sanctions against Russia at 6 out of 10, but their enforcement at just 3 out of 10. He said sanctions on oil products sold through Russia’s shadow fleet, primarily operating in the Baltic Sea, have had the most impact.
Previously, Kellogg said the goal is to draft proposals to end Russia’s war against Ukraine within “days and weeks.”
On Feb. 12, the State Department announced that U.S. Special Representative for Ukraine and Russia Keith Kellogg would visit the EU and Ukraine from Feb. 13 to 22.
On Feb. 10, Trump confirmed Kellogg’s planned official visit to Ukraine but did not specify a date. CNN reported the visit would take place next week, while AFP, citing a source in Ukraine’s presidential office, said it was scheduled for Feb. 20.
