Ukrainian local authorities started financial encouragement campaign for conscripts

In several Ukrainian cities, local authorities are encouraging citizens to join the army by offering cash payments, with varying amounts provided to both conscripts and volunteers, aiming to strengthen national defense efforts.
The new bill signals that the outcomes of mobilization efforts in Ukraine have failed to adequately meet the army’s requirements, as former Commander-in-Chief of the Armed Forces of Ukraine, Valerii Zaluzhnyi, expressed dissatisfaction with the performance of the military commissariats.
The bill is pending a second reading in the Ukrainian parliament before receiving signatures from both the president and the speaker of the Verkhovna Rada. As a result, the existing mobilization rules remain in effect for the time being.
Payments to mobilized persons from local authorities – how it works
“One-time financial assistance to mobilized individuals is an initiative led by local governments and is not standardized at the state level. There are no uniform criteria or regulated amounts for these payments; instead, decisions are made by municipal institutions and officials.
In Kyiv, the city budget has allocated UAH 50 million ($1.29 million) to support the mobilized, who can receive a one-time payment of UAH 30,000 ($775). The city authorities have not only provided funds but have also collaborated with territorial recruitment centers to streamline the application process for financial aid. Payments are disbursed immediately upon enrollment in military units, with the funds transferred to the soldier’s existing account. Additionally, those who voluntarily sign contracts with the Armed Forces are also eligible for these payments.
Among Ukrainian cities, Lviv leads in terms of payment amounts, offering UAH 50,000 ($1,292) to those who voluntarily join the Air Assault Forces or Marines. Odesa City Council has automated the payment process, providing UAH 20,000 ($517) in financial assistance, with a budget allocation of UAH 20 million ($516.7 thousand) for the year 2024. Both mobilized individuals and contract soldiers are eligible for these funds.
In Poltava, city authorities offer UAH 10,000 ($258) to residents mobilized to the Armed Forces, who can apply for assistance through social security authorities. Additionally, communities in Poltava Oblast, such as Serhiivska (Hadiach region) and Senchanska (Myrhorod region), provide UAH 50,000 ($1,308) in one-time financial aid to their mobilized members.
In Chernihiv, payments to the mobilized amount to UAH 15,000 ($387.6), available to those who enlisted in the Armed Forces in 2024, as announced by Acting Mayor Oleksandr Lomako.”
