Over 11,000 complaints on human rights violation filed in March — Ukrainian Ombudsman

The Office of the Ukrainian Parliament Commissioner for Human Rights received 11,139 complaints from citizens regarding their rights violations, Ombudsman Dmytro Lubinets wrote on April 7.

In a Telegram post, Lubinets clarified that 209 of the complaints were collective, while 10,930 were submitted individually. The majority — 8,492 — involved violations of civil rights.

Other reported violations included:

  • Social rights — 854 cases

  • Economic rights — 504

  • Children’s rights — 323

  • Personal rights — 265

  • Freedom from discrimination — 242.

Lubinets noted that in March 2024, the Ombudsman’s Office received 9,256 complaints — 1,883 fewer than this year.

On March 21, Lubinets said that 2025 had seen an increase in both complaints and media coverage of rights violations during mobilization efforts by territorial recruitment centers (TCCs).

On March 26, the Verkhovna Rada (Ukrainian Parliament) failed to gather enough votes to summon Lubinets for a hearing on reported violations by TCC officers.

Nonetheless, the Ombudsman stressed his readiness to present a report to parliament detailing these violations, despite the failed vote.

“Human rights abuses by TCC have become systemic and widespread," he warned.

"It seems that illegal detentions and beatings by recruitment center personnel are becoming a viral trend — one that won’t stop without a strong state response.”
