US envoy confirms Rada to vote on minerals deal on May 8
Ukraine’s Verkhovna Rada will vote on May 8 to ratify a minerals agreement with the United States, U.S. Chargé d’Affaires Julie Davis has said, the U.S. Embassy in Ukraine reported on X.
Davis highlighted the significance of the U.S.-Ukraine Reconstruction Investment Fund during the Rada’s Foreign Policy Committee meeting on May 6, stating that President Donald Trump views the agreement as evidence of “both sides’ commitment to lasting peace and prosperity in Ukraine”.
“The Committee’s approval to send the bill to vote on May 8 was a key step and now it is up to the Rada to maintain the momentum,” said the diplomat.
On May 6, the Committee approved the ratification of the U.S.-Ukraine minerals deal in principle and in full, following the Ukrainian government’s submission of the ratification bill.
Minerals agreement
The agreement, signed on April 30, establishes the U.S.-Ukraine Recovery Investment Fund, with an equal 50-50 split between the two nations. The document includes 12 articles and a list of critical materials and is primarily financial in nature. Ukraine will be represented by the Public-Private Partnership Support Agency under the Ministry of Economy, while the U.S. side is represented by the U.S. International Development Finance Corporation (DFC).
Ukrainian Prime Minister Denys Shmyhal confirmed that the agreement does not include any security guarantees.
On May 1, the White House released a statement calling the deal historic and describing it as the first-of-its-kind partnership to support Ukraine’s recovery and long-term economic success. Zelenskyy, in turn, said the minerals agreement was the first result of his meeting with Trump at the Vatican.
The Ukrainian government has already submitted a bill on ratifying the agreement, with a vote scheduled in the Rada for May 8.
