Majority of Germans oppose benefits for Ukrainians in Germany – INSA

Most Germans oppose paying Bürgergeld welfare benefits to Ukrainian refugees and want men of conscription age to return to Ukraine, according to a survey by the INSA opinion research institute, Deutsche Welle reported on Oct. 19.

Two-thirds (66%) of Germans surveyed said “no” when asked whether all Ukrainian refugees in Germany should continue receiving civilian aid. Seventeen percent supported the payments, 7% said they were indifferent, and 10% were undecided.

When asked whether Ukrainian men of conscription age living in Germany should return to Ukraine, 62% of respondents said yes. Only 18% opposed the idea, 8% said they did not care, and 12% did not answer.

The survey was conducted on Oct. 16–17 with 1,003 participants.

According to DW, as of March 2025, 701,000 Ukrainians in Germany were receiving Bürgergeld (citizen’s allowance). Of them, 502,000 were working-age individuals between 15 and 66. Compared to the previous year, their number decreased by roughly 4,300.

Earlier, reports said that about 568 people in Germany were found to possess both Ukrainian and Hungarian passports while receiving refugee aid designated for Ukrainians.
