Most PhD programs no longer grant mobilization deferment

Self-funded applications for doctoral programs in Ukraine will be now open only for part-time and evening studies, which do not grant deferment from military service, Education Minister Oksen Lisovyi announced on June 24.

The change does not apply for those applying through state grants, the minister clarified. Simultaneously, the ministry has increased the number of publicly funded doctoral positions from 3,200 to 7,000. According to Lisovyi, this will "ensure opportunities for genuine, motivated, and capable candidates."

Explaining the change in policy, the minister said the number of applicants for these programs has surged dramatically since Russia’s 2022 invasion. Before the war, around 7,000-8,000 individuals pursued doctoral studies via both government-funded and contract programs. This year, 91,561 military-age men applied.

“These figures look like an anomaly,” said Lisovyi.

“An anomaly detrimental to education quality, the economy (incentivizing new schemes and millions of dollars in the shadows through fraudulent education), and most importantly, national security.”

“The fact that the education system had this 'loophole' for [draft] avoidance indicates its neglect. This is why we have begun a comprehensive transformation. The quality of the education and the values nurtured within the system are important to maintain.”
