Peace impossible until Russian troops withdraw from Ukraine, EU diplomacy chief says

Peace in Ukraine is impossible until Russia withdraws its troops from the country, High Representative of the European Union for Foreign Affairs Josep Borrell said in an interview with Reuters on Nov. 17.
He stressed that the prospect of any kind of peace deal depends solely on Russia, since “it is the aggressor who must withdraw if they seek peace.”
“I fear that Russia is not yet ready to withdraw its troops, but until that happens, peace remains impossible,” Borrell said.
Earlier, French President Emmanuel Macron asked Chinese President Xi Jinping to call on Russian dictator Vladimir Putin to “return to the negotiating table” and end the war in Ukraine.
