On the final day of FY 2026, the Pentagon determined how to use the $400 million appropriated by Congress for military aid to Ukraine, The Washington Sun reported on Sept. 30.

The article cited Sen. Chris Coons (D-Delaware), who relayed the information the Department of Defense provided to the Senate. As of the morning of Sept. 30, Pentagon officials had told Coons that 99.8% of the $400 million had already been allocated.

“The fact that they [the DoD] are finally doing it, like on the last possible day, tells you everything you need to know about that relationship [with the Senate],” Coons said.

“They don’t brief us on time. They don’t follow the law, and the partnership is struggling.”

According to The Washington Sun, the Pentagon had committed $307 million of the funds as of the previous week, while another $93 million was expected to be used later.

In April, during a Senate hearing, Pentagon Comptroller Jules Hurst said the funds had recently become available to the department and would soon be directed toward aid for Ukraine.

“The department then missed a May 15 deadline it had given Congress for providing a spending plan,” the report said.

The Pentagon’s plan allocates $200 million for weapons, ammunition and explosives; $99.9 million for vehicles, spare parts and equipment; and $100 million including for the transportation of military equipment.
