The Cabinet is reviewing the system for granting military service deferments to conscription-eligible employees because of ‘widespread abuse,’ PM Sergii Koretskyi told the Ukrainian parliament (Verkhovna Rada) on Oct. 16.

At the same time, Koretskyi assured lawmakers that the review being prepared by the government will not bring any radical changes for critical enterprises in the defense and energy sectors.

The PM also said that, when determining whether an enterprise is critical, authorities must distinguish between economic indicators and an organization’s actual contribution to the country’s defense capabilities and essential services. According to Koretskyi, high salaries and the absence of tax debt do not always mean that “a company is critical.”

“The resolution is being worked on; it will certainly be revised, adopted, and published,” Koretskyi said.

“There is no betrayal here. All the details will be available once they are published and all relevant decisions have been made.”

“Therefore, the skepticism being discussed in society is unfounded. There are no official decisions yet, so there is nothing to criticize at this point. But the fact that the mobilization and deferment systems need to be improved is indisputable. The fact that the General Staff of the Armed Forces of Ukraine needs more troops is also a fact.”

On Oct. 12, opposition MP Yaroslav Zhelezniak published a draft government resolution that proposed reducing deferment quotas for the defense industry and energy sectors from 100% to 85%, and for municipal utility companies from 75% to 60%.

The military war may be swinging in our favor, but the information war continues.

Just as an army needs soldiers, so does a free society need its journalists to ensure that people have access to honest, trustworthy voices to understand the world around them.

For the past five years, The New Voice of Ukraine has been working tirelessly to push back against Russian narratives and defend democracy. But we cannot do it alone.
