Kellogg: Putin could end war tomorrow if he declares 'victory' to Russians

Russia could end the war as early as tomorrow if Kremlin leader Vladimir Putin declared "victory" and withdrew his troops from Ukrainian territory, Keith Kellogg, former U.S. special presidential envoy for Ukraine, said in an interview with AFPI on Sept. 23.
"I think with the Russians, it would be very easy for this war to end tomorrow. All Putin has to do is declare victory and go home," the general said.
Kellogg also said Moscow lacks sufficient military capacity to seize all of Ukraine.
At the same time, he stressed that Ukraine is not going to surrender or voluntarily give up its territories. Kellogg noted the combat readiness of Ukrainian forces and their resilience in the war.
In his view, the United States and other countries need to make clear to Putin that the time has come to end the war and go home.
In August, Kellogg said he believes he is on "the right side of history" in supporting Kyiv in its war with Russia. He also spoke about the high level of support for the Ukrainian people among Americans.
