CIA Director John Ratcliffe, during his unannounced Moscow visit in late August, delivered a grim warning to the Kremlin about the state of Russia’s economy, Frankfurter Allgemeine Zeitung reported on Sept. 29, citing a senior diplomat familiar with CIA intelligence.

According to the diplomat, Ratcliffe conveyed U.S. intelligence assessments that Russia was losing the war with Ukraine.

The report said the warning was not primarily about the battlefield: militarily, the conflict had reached a stalemate, the report said. Economically, however, Russia would be unable to withstand the pressure.

The economy could collapse as the Soviet Union’s did near the end of the Cold War, according to the report. It added that U.S. policy toward Ukraine was based on those assessments.

As a result of Ratcliffe’s visit, Russian dictator Vladimir Putin should not assume that the United States has abandoned its support for Kyiv or that President Donald Trump’s push for negotiations signals a change in that policy.

The military war may be swinging in our favor, but the information war continues.
