Russia is redeploying troops to Luhansk Oblast in an attempt to encircle the region, Luhansk Governor Serhiy Haidai said in a Telegram messenger post on May 15.

"Fighting is taking place near Sievierodonetsk in the villages of Shchedryshcheve and Voronove," he said.

"We're observing a buildup of Russian military equipment near Popasna. The orcs have not abandoned the idea of cutting off Luhansk Oblast, capturing the Lysychansk-Bakhmut highway, and thus encircling our troops in Rubizhne, Sievierodonetsk and Lysychansk."

At the same time, Haidai noted that the Russian troops were refusing to fight in Bilohorivka.
