Some EU funding held up by Ukraine’s lagging reforms

Unless it proceeds rapidly with implementing reforms
previously agreed upon with Brussels,
Kyiv risks losing part of EU aid under the Ukraine Facility program, RFE/RL reported
on June 8, citing the European Commission.
A commission spokesman said two steps tied to the fourth and fifth tranches of aid (payments Ukraine has already partly received) were not completed on time. The amounts linked to those tranches have been suspended and have not been paid.
Under the fourth tranche, Ukraine has not met a requirement to increase staffing at the High Anti‑Corruption Court. Under the fifth tranche, legislation revising judges’ integrity declarations and the procedures for reviewing them has not taken effect.
Final deadlines to meet those obligations are June 30 and Sept. 29, 2026. If they are not met, the EU could apply a mechanism in the Ukraine Facility to reduce payments.
The commission also said the program allows flexibility because of the war and provides additional time for implementing reforms, and it noted that Ukraine has made “significant progress” on its commitments.
Earlier the same day, Prime Minister Yuliia Svyrydenko said
Ukraine received a seventh installment from the European Union under the
Ukraine Facility totaling EUR2.8 billion ($3.23 billion). She said 2.6 billion
euros reached the state budget and will be used for priority spending,
including social and humanitarian needs.
