Ukraine’s state spending in 2026–2028 to prioritize defense and security
Ukrainian President Volodymyr Zelenskyy has approved a National Security and Defense Council (NSDC) directive on state budget priorities for 2026–2028, which focus on defense spending and military pay.
The corresponding decree was published on the presidential website on June 27.
The document directs the Cabinet to prioritize funding for sectors tied to national security and defense in the state budget drafts for that period. The government has also been instructed to address increasing financial support for military personnel, police officers, and both rank-and-file service members and officers.
In addition, the government will ensure prompt disbursement of lump-sum benefits to families of Ukrainian soldiers who are killed in the war.
For 2026–2028, the Cabinet is required to submit monthly reports to the NSDC, detailing up-to-date funding status of national security and defense agencies.
Earlier, Zelenskyy sated that Ukraine’s defense industry has the capacity to absorb $35 billion in annual orders, but though 40% of that potential remains underfunded.
On June 25, PM Denys Shmyhal requested the Ukrainian parliament (Verkhovna Rada) approves a UAH412 billion ($9.9 billion) increase in 2025 defense spending.
