Ukraine expects $1 billion monthly for U.S. arms purchases

Kyiv expects its international partners to contribute at least $1 billion a month under the Prioritized Ukraine Requirements List (PURL), a program that allows Ukraine to buy weapons directly from the United States, President Volodymyr Zelenskyy said on Aug. 25.

Zelenskyy made the comments at a joint news conference with Norwegian Prime Minister Jonas Gahr Store. 

“Norway has joined the PURL program, which enables us to purchase weapons in the U.S. and secure at least $1 billion a month,” he said.

He added that he and Store had also discussed joint drone production and defense industry investment.

“Investments now can help not only with physical defense at the front but also in pressuring Russia to end this war,” Zelenskyy said.

Store arrived in Kyiv on Aug. 25 and announced that Norway plans to provide about $8.5 billion in support to Ukraine in 2026, with continued significant aid to counter Russian aggression.

The PURL mechanism was announced on Aug. 4. It allows European NATO allies to fund shipments of U.S. military equipment to Ukraine, based Kyiv’s requests and approved by the Supreme Allied Commander Europe (SACEUR).
