Ukraine will win the war against Russia if it receives the weapons it needs from its partners, Ukrainian Defense Minister Oleksii Reznikov during a briefing to foreign media on April 8.

Asked whether the victory would mean a return to the status quo as of Feb. 23 (the day before Russia launched its all-out invasion of Ukraine) or the return of the occupied Donbas and Crimea, Reznikov said this would be decided during further negotiations.

“These are details that will be discussed at the table with our partners: the United States, United Kingdom, and Turkey," Reznikov said.

At the same time, when asked whether the Russians would agree to peace agreements, he said that in his opinion they were not to be trusted.

Negotiations between the delegations of Ukraine and Russia took place in Turkey on March 29.  After they ended, the Ukrainian delegation laid out details of an idea for a new system of security guarantees for Ukraine.

Ukraine wants to see the UN Security Council as guarantors, including the United Kingdom, China, the United States, France, Turkey, Germany, Poland, and Israel. Other countries can provide security guarantees at will.

A separate clause of the agreement proposes to document the position of Ukraine and Russia to hold bilateral talks on Crimea and Sevastopol for 15 years. The issues of the Russian-occupied districts of Donetsk and Luhansk oblasts are proposed to be discussed during the meeting of the leaders of Ukraine and Russia, Volodymyr Zelensky and Vladimir Putin.
