Ukrainian MPs and their asset declarations – NV analysis
NV has analyzed asset declarations submitted by a dozen Ukrainian lawmakers and found that some of them have accounts in Russian banks, hundreds of thousands in foreign currency, and numerous real estate properties, including some abroad.
After the National Agency on Corruption Prevention (NACP) reopened public access to the asset declaration register—a database containing declarations of assets owned by government officials—anyone can get acquainted with this information.
NV analyzes the declarations of 10 MPs who have submitted detailed reports about their fortunes.
Arakhamia’s apartments, cars, and watches
The head of the ruling Servant of the People party, David Arakhamia, together with his wife own real estate in Kyiv, Mykolaiv, and in surrounding areas. In particular, the MP owns a 70.5 sq. m. apartment in the capital city, a 296. Sq. m. country house, as well as four land plots in Kyiv Oblast. In addition, he co-owns non-residential premises in Mykolaiv of 400 and 231 square meters, as well as using a 50 sq. m. apartment in Mykolaiv.
Arakhamia’s wife owns three apartments of 52, 50, and 50.2 square meters in Kyiv, as well as a 59 sq. m. residential building in Mykolaiv Oblast. The lawmaker’s son owns a 153 sq. m. apartment in Mykolaiv.
The couple has been using a 2017 Mercedes-Benz S 350 D car for free since 2021. At the same time, Arakhamia’s wife has been renting Audi Q-4 E-TRON and 2021 Mercedes-Benz V300D cars since late 2022. In addition, she purchased a BRP Maverick 7TKH XRS Turbo ATV in 2020.
The MP also mentioned four watches, including Rolex, Breguet, Breitling, and Ulisse Nardin, in his declaration. His wife has Rolex and Cartier watches, a diamond ring, a Cartier pendant and bracelet, a Bvlgari bracelet, pendant and ring, and Chopard earrings and a ring.
The lawmaker also declared UAH 418,000 ($11,300) annual salary for serving in the Verkhovna Rada, Ukraine’s parliament. At the same time, his wife received almost UAH 1.7 million ($45,957) in income from entrepreneurial activity, UAH 2.4 million (64,880) in income from the alienation of movable property, UAH 70,000 (1,892) in social benefits, and UAH 22,500 ($608) in other income.
As for monetary assets, Arakhamia has UAH 1.3 million ($35,143) and $20,800 on his bank card, as well as $650,000 and EUR 100,000 ($109,250) in cash. Together, the couple has $250,000, EUR 100,000 and UAH 2.7 million ($72,990) in cash. His wife has UAH 234,000 ($6,326) and $21,000 on her bank card.
Almost $13,500 in compensation from parliament for Stefanchuk
Verkhovna Rada Speaker Ruslan Stefanchuk has no property in Kyiv, but he reported owning a 93 sq. m. apartment in Khmelnytskyi in his declaration. At the same time, his wife owns a 102 sq. m. apartment in Kyiv, a share in the ownership of an apartment in Khmelnytskyi Oblast with an area of almost 50 sq. m. and rents a garage in the capital.
The couple owns a 1,008 sq. m. land plot in Bilohorodka outside Kyiv with a 270 sq. m. manor house under construction.
The couple also owns two cars, including a 2018 Mitsubishi Outlander and a 2015 Renault Captur. At the same time, Stefanchuk pays off the loan for the first car.
Stefanchuk is a Doctor of Law and a member of the National Academy of Legal Sciences of Ukraine. Due to this, the couple has a library of scientific literature, which contains about 5,000 books. In addition, the MP has an ancient icon, while his wife has a jewelry set consisting of a gold wedding ring, earrings, pendant and bracelet decorated with precious gems.
Over the past year, Stefanchuk declared UAH 718,000 ($19,410) in salary in the Verkhovna Rada and UAH 479,000 ($12,949) in compensation for expenses related to his duties. He also received UAH 65,000 ($1,757) in income from renting out property, UAH 19,000 ($514) for the payment of utilities by the tenant, as well as UAH 51,500 ($1,392) as a lifetime stipend from the National Academy of Legal Sciences. His wife received UAH 527,000 ($14,247) in salary at the Taras Shevchenko Kyiv National Institute.
Stefanchuk indicated that he has UAH 9,700 ($262) on his bank card, while his wife has UAH 96,000 (2,595) and EUR 8,100 ($8,849). Together, the couple has $49,100, EUR 15,600 ($17,043) and UAH 7,000 (189) in cash.
Shuliak’s real estate
The chair of the Servant of the People party, Olena Shuliak, has not yet submitted a declaration for the past year, but has made public information about her fortune for 2021.
Shuliak declared three apartments of 84, 36.5 and 42.5 square meters in Kyiv, while her husband indicated apartments of 59 and 155 square meters in Kyiv. He also owns two parking spaces in the capital city.
In addition, Shuliak’s husband co-owns a 54.4 sq. m. apartment in Vinnytsia, can use a 130 sq. m. country house and two land plots of 1,200 sq. m. each in Chernihiv Oblast. In addition, he owns two apartments of 34 and 40 square meters under construction in Kyiv.
As for cars, Shuliak owns a 2012 Range Rover Land Rover, while her husband uses a 2008 BMW X6.
Shuliak declared UAH 546,000 ($14,760) in salary in the Verkhovna Rada for 2021, while her husband indicated almost UAH 450,000 ($12,165) in salary at NGI Group LLC.
The MP has EUR 6,700 ($7,320) and UAH 8,200 ($222) on her bank card, as well as $242,000 in cash. In addition, she received UAH 1.2 million ($32,440) under the apartment purchase agreement and loaned $45,000 to a third party.
Her husband has EUR 30,000 ($32,775) and $50,000 in cash, as well as UAH 7,000 ($189) on his bank card. He also owns investment contributions worth UAH 1.75 million ($47,308).
In addition, Shuliak declared a donation of UAH 4.8 million ($129,760) in late 2021. At the same time, it’s not specified to whom such a gift was made.
Russian rubles and Boyko’s real estate
The declaration of Yuriy Boyko, a pro-Russian Ukrainian MP and former member of the banned Opposition Platform – For Life (OPFL) party, surprises not only with the number of real estate objects or the amount of funds, but also with where exactly this money is kept.
The declaration states that Boyko’s wife keeps RUB 3.3 million ($36,300) in Russia’s NK Bank and another RUB 4.3 million ($47,300) in gold. In addition, she has UAH 83 million ($2.2 million), $463,000 and almost EUR 120,000 ($131,100) on her bank card, as well as UAH 8.9 million ($240,597) in gold.
At the same time, Boyko has $4,200 and UAH 890,000 ($24,060) on his bank card. Together, the couple owns $19,000, EUR 17,000 ($18,573) and UAH 200,000 ($5,407) in cash.
Boyko and his wife own many real estate properties, including in Russia. In particular, the couple has a 220 sq. m. apartment in Russia, which was purchased in 2006, as well as a parking space.
In addition, the couple owns a 257 sq. m. apartment and a garage in Kyiv, a 445 sq. m. residential building, a 652 sq. m. garden house, and 24 land plots in Kyiv Oblast, as well as an 81 sq. m. apartment in Luhansk Oblast.
Boyko also has a 600 sq. m. land plot in Kyiv Oblast, a 30 sq. m. residential building and a 1.952 land plot in Donetsk Oblast, as well as a 37 sq. m. apartment in Luhansk Oblast.
The lawmaker also rents a 23 sq. m. office in Kyiv.
His wife also rents two land plots in Kyiv Oblast and owns a 75 sq. m. residential building under construction in Kyiv Oblast, which she purchased in September 2022.
In addition to real estate, Boyko’s wife owns three paintings, a set of jewelry, and a pendant worth almost UAH 227,000 ($6,137).
Boyko owns a 2006 Mercedes-Benz GL500 car, a 1978 VAZ 2101, while his wife owns a Solis 26 4WD minitractor and a 1PTS-2 tractor trailer.
Over the past year, Boyko received UAH 472,000 ($12,760) in salary and UAH 429,000 ($11,597) in funds for parliamentary activities, UAH 180,000 ($4,866) in pension and UAH 14,000 ($378) in interest from a bank.
His wife received UAH 3.6 million ($97,320) in salary at Stolychna (Capital) Real Estate LLC and UAH 5.1 million ($137,870) in dividends from the LLC, UAH 7.8 million ($210,860) in interest from various banks, UAH 214,000 ($5,785) in pension, and UAH 14.5 million ($391,984) in cash as a monetary gift from Boyko.
Herehas’ Spanish luxury
Co-owner of the Epicentr K hypermarket chain, MP Oleksandr Hereha and his wife Halyna own many real estate properties.
Halyna Hereha owns real estate in Spain, including a 455 sq. m. residential building, a 1.380 sq. m. land plot with housing, as well as a 3.180 sq. m. land plot with a detached house. In addition, she owns two apartments of 190 and 888 square meters and a garage in Kyiv.
Halyna Hereha also owns 14 land plots from 2,500 square meters to 40 hectares in Kyiv Oblast, as well as a 383 sq. m. apartment in Kyiv, and two parking spaces in objects under construction.
The lawmaker himself owns two residential buildings of 109 and 162 square meters in Kyiv, a 29 sq. m. apartment in Khmelnytskyi Oblast, two land plots of 638 and 810 square meters in the capital city, as well as 11 land plots from 2,500 square meters to 40 hectares in Kyiv Oblast.
The couple co-owns a 302 sq. m. apartment and two parking spaces in Kyiv, a 240 sq. m. house in Kyiv Oblast, and two land plots of 1,200 and 128 square meters in Kyiv Oblast.
Halyna Gerega also owns a large portfolio of valuable assets, such as:
• a painting depicting the Madonna with Jesus, angels and John the Baptist, Spain, 17th century;
• a painting of the Bathhouse, France, 19th century;
• a painting of the Sundial, France, 1900;
• a set of Van Cleef& Arpels jewelry (ring, earrings, pendant);
• three Hermes leather bags;
• Breguet wristwatches, Patekphilippe, Omega, and Blancpain watches;
• black and white chinchilla fur coat;
• light brown sable fur coat;
• brown sable fur coat.
The declaration also contains a list of Halyna Hereha’s valuable property without specifying the trademark, including a ring and earrings; bracelet, earrings, ring, necklace; pendant, earrings, ring; a white pearl set (bracelet, earrings, ring, necklace); a red gold jewelry set (pendant, ring): a jewelry set (pendant, ring), white gold diamond pendant; a ring with a yellow diamond.
In addition, Halyna Hereha owns two cars, such as a 2019 Volkswagen Passat Variant and a 2008 Porsche 911 Carrera 4S.
Regarding income, the MP declared almost UAH 7.7 million ($208,157) in dividends from Epicenter K, UAH 920,000 ($24,871) in interest from a bank and UAH 344,000 ($9,299) in salary in the Verkhovna Rada for 2022.
His wife received UAH 2.2 million ($59,473) in salary and UAH 7.2 million (194,640) in dividends at Epicenter K, as well as UAH 412,000 ($11,138) in interest from a bank and UAH 238,000 in pension ($6,434).
The legislator has UAH 97.8 million ($2.6 million) and EUR 819,000 ($894,758) on his bank card, and EUR 900,000 ($983,250) and $900,000 in cash. He also has UAH 1.6 million ($43,253) in contributions to credit unions.
His wife has almost EUR 1.2 million ($1.3 million) in a bank in Spain, as well as UAH 860,000 ($23,249), $135,000 and EUR 707,800 ($773,272) in Ukrainian banks. She also has UAH 1.5 million ($40,550) in contributions to credit unions.
Hetmantsev’s Art Gallery
Danylo Hetmantsev, an MP from the ruling party and chair of the parliamentary Finance Committee, has so far submitted a declaration only for 2021.
In particular, he indicated that he and his wife own a 60 sq. m. apartment in Kyiv. Hetmantsev also owns a land plot of 2,090 and 2,500 square meters in Kyiv Oblast. Meanwhile, his wife owns a 270 sq. m. residential building in Kyiv Oblast, as well as two land plots.
Hetmantsev also declared Rolex and Franck Muller wristwatches, and a collection of 15 paintings of the 20th-21st centuries.
As for cars, his wife owns a 2008 Toyota Avalon.
Hetmantsev declared UAH 584,000 ($15,787) in salary in the Verkhovna Rada for 2021, UAH 107,000 ($2,893) in salary at Taras Shevchenko Kyiv National University, and UAH 43,000 ($1,162) from the Scientific-Research Institute of Intellectual Property. His wife received UAH 17,000 ($460) in social benefits and UAH 55,000 ($1,487) in maternity benefits, while his son received UAH 25,000 ($676) in salary at Travel Professional Group.
Hetmantsev has UAH 373,000 ($10,083) on his bank card, as well as UAH 158,000 ($4,271), EUR 40,000 ($43,700) and $35,000 in cash. His wife has $10,000 in cash.
Kachura-tenant
Another Servant of the People MP, Oleksandr Kachura, stated in his declaration that he had been renting a 50 sq. m. apartment in Kyiv, as well as a parking space since June 2022.
In addition, the lawmaker can use a 92.6 sq. m. residential building in Konotop, where he is registered.
Meanwhile, his wife and daughter has been renting a 63.4 sq. m. apartment in Germany since July 2022. In addition, she owns a 73.5 sq. m. apartment in Oleksandria, Kirovohrad Oblast.
Kachura also indicated in the declaration that he owns a 2018 Mazda CX-5 car and two Breitling wristwatches.
Over the past year, Kachura received UAH 481,000 ($13,003) in salary in the Verkhovna Rada and UAH 6,200 ($168) in insurance payments. His wife received UAH 799,000 ($21,600) in income from her entrepreneurial activities and UAH 8,600 ($232) in payments in maternity benefits.
The lawmaker prefers to keep money in cash. In particular, he declared $56,800 and UAH 130,000 ($3,514), while his wife has $90,500 and EUR 3,600 ($3,933) in cash. She also has UAH 14,000 ($378) on her bank card.
Pidlasa’s two apartments and a Mini Cooper
Servant of the People MP and chair of the Verkhovna Rada Budget Committee, Roksolana Pidlasa, indicated in her declaration that she owns a 37 sq. m. apartment in Kyiv, while her husband owns a 195 sq. m. apartment in the capital city. In addition, the couple has been renting a 67 sq. m. premises in Zakarpattia Oblast since May 2022.
Pidlasa’s husband purchased a 2014 Mini Cooper Countryman car in April 2022.
Over the past year, the lawmaker earned UAH 453,000 ($12,246) in salary in the Verkhovna Rada and received almost UAH 39,000 ($1,054) in interest from a bank. Her husband received UAH 2.3 million ($62,177) in salary at Ukrgasbank, UAH 46,000 ($1,244) in salary at SLM News LLC, as well as over UAH 10,000 ($270) in other income.
The MP has $17,200, EUR 2,600 ($2,840) and UAH 345,000 ($9,327) on her bank card, and EUR 13,500 ($14,749) in cash. Her husband has UAH 668,000 ($18,058), $18,000 and EUR 19,100 ($20,867) in banks, and $57,000 in cash.
Rudyk’s rented apartment and a BMW car
The leader of the Holos (Voice) party, Kira Rudyk, rents a 241 sq. m. apartment in Kyiv and uses two parking spaces. She also owns a 629 sq. m. land plot in Uzhhorod.
The MP owns a 2017 BMW F15/X5 xDrive25d car.
Over the past year, Rudyk received UAH 277,000 ($7,488) in salary in the Verkhovna Rada and UAH 8,500 ($230) in income from the asset portfolio.
The lawmaker has UAH 27,000 ($730) and $846 on her bank card, as well as $370,000 and UAH 300,000 ($8,110) in cash. She also has $79,000 in the asset portfolio and received UAH 14,000 ($378) under a lease agreement.
Bezuhla’s modesty
Mariana Bezuhla, the representative of the Servant of the People faction and deputy head of the Verkhovna Rada Defense Committee, has the most modest fortune among the lawmakers whose declarations have already appeared in public access. She owns a 75 sq. m. apartment in Kyiv and has been renting a 45 sq. m. apartment in the capital city since February 2022.
Bezuhla indicated that she had received UAH 484,000 ($13,084) in salary in the Verkhovna Rada for 2022.
The MP has UAH 147,500 ($3,987) on her bank card and $10,000 in cash.
