No confirmation of Zelenskyy's agreement to U.S. peace plan – Kremlin

Russia has not yet received information confirming that Ukrainian President Volodymyr Zelenskyy agrees to negotiations based on the U.S. peace plan, Kremlin spokesman Dmitry Peskov said on Nov. 21, according to Russian media.
Peskov, speaking to reporters, said Moscow lacks official verification of reports circulating in foreign media — likely referring to details of the 28-point proposal to end the war.
Earlier, Putin’s spokesperson had said there were "no novelties" in potential Russia-Ukraine peace talks amid media reports on the U.S. plan.
Axios reported on Nov. 19 that the Trump administration is secretly working with Russia on the new 28-point plan to conclude the war against Ukraine.
Bloomberg reported that the U.S. plan calls for Ukraine to cede territory in Donetsk Oblast, halt investigations into Russian war crimes and lift sanctions on Moscow. The Telegraph said it would make Russian an official state language in Ukraine.
Axios published the full plan on Nov. 20, which includes halving Ukraine's Armed Forces to 600,000 troops, U.S. security guarantees for Kyiv, prisoner exchanges, freezing the front line in Zaporizhzhya and Kherson oblasts, U.S.-Russia economic cooperation and sharing of frozen Russian assets.
European states have rejected the plan, viewing it as de facto Ukrainian capitulation.
Zelenskyy received the draft from the U.S. side and plans to discuss it with President Donald Trump, his office said on Nov. 20.
