U.S. security guarantees deal ready for signing—Zelenskyy

The bilateral agreement on post-war U.S. security guarantees to Ukraine is complete and now awaits the signatures of both presidents, President Volodymyr Zelenskyy said on Jan. 22.

“We have finished the document; it must be signed by the presidents,” Zelenskyy told reporters at the World Economic Forum in Davos.

“After that, we will send it to the Ukrainian parliament and to Congress [for ratification].”

Speaking at the event, Zelenskyy said no tangible security guarantees are possible without the United States. He noted some progress on guarantees from France and the United Kingdom, which stand ready to send troops to Ukraine — but only after the war ends.

Zelenskyy arrived in Switzerland on Jan. 22 for the forum and for a meeting with U.S. President Donald Trump. After their roughly hour-long discussion, the Ukrainian leader said the documents intended to end the Russo–Ukrainian war are nearly ready. He also announced a Jan.23–24 trilateral Ukraine–U.S.–Russia meeting in UAE, although it’s unclear if Moscow has made a form commitment to participate.
