Zelenskyy presents victory plan to G7 allies, President's Office says
Ukrainian President Volodymyr Zelenskyy discussed his victory plan with various allies, including G7 leaders, Andriy Yermak, head of the Presidential Office, said on national television on Sept. 29.
“The president also spoke about this plan with other people, primarily with the leaders of the G7, who are our strong allies, perhaps not sharing all the details that President [Joe] Biden heard, but enough to understand what the plan is,” Yermak said.
“And, of course, after presenting it at the White House, we will work with all our allies, because this support, this unity is very important.”
Biden and his administration received the victory plan with great attention and interest, according to Yermak.
The presidential chief-of-staff also noted that it was important for Zelenskyy that the plan was presented personally to both U.S. presidential candidates—Kamala Harris and Donald Trump—as well as to the U.S. Congress, which votes on essential support packages for Ukraine.
Ukraine's victory plan
President Zelenskyy announced on Sept. 18 that Ukraine had prepared all the points of the victory plan.
According to Bloomberg, Zelenskyy will insist that Biden provide an official invitation for Ukraine to join NATO and commit to the continuous supply of modern weapons as part of the victory plan.
The president stated on Sept. 20 that Ukraine's victory plan is designed for quick decisions by Ukraine's partners from October to December 2024.
The Times reported on Sept. 22 that Zelenskyy's victory plan consists of four key points, including security guarantees, operations in Kursk Oblast, weapons supply, and financial aid.
Bloomberg reported that some Western officials "see no breakthrough" in Zelenskyy's new victory plan, stating that it does not fundamentally change the situation. Meanwhile, Russian dictator Vladimir Putin's spokesman Dmitry Peskov said the Kremlin would study Zelenskyy's plan when it is published in official sources.
President Zelenskyy announced on Sept. 26 that he had presented the victory plan to U.S. President Biden during their meeting in Washington.
Zelenskyy's press service reported that “the leaders discussed diplomatic, economic, and military aspects of the Plan and instructed their teams to hold consultations on the next steps.”
President Biden will hold a meeting of the Ukraine Defense Contact Group in Germany at the leaders' level on Oct. 12, where Zelenskyy and Biden will meet to analyze the progress of the consultations.
Additionally, the leaders will meet with international partners to coordinate additional aid for Ukraine.
Prior to the meeting between Zelenskyy and Biden on Sept. 26, The Wall Street Journal reported that the U.S. administration was concerned that Ukraine's victory plan lacked a comprehensive strategy and was merely a "repackaged request for more weapons" and the lifting of restrictions on long-range missiles.
U.S. Secretary of State Antony Blinken announced on Sept. 27 that the administration is currently reviewing the victory plan presented by Ukrainian President Volodymyr Zelenskyy during his meeting with President Biden at the White House.
Ukrainian Presidential Press Secretary Sergii Nykyforov stated on Sept. 28 that the United States had constructively received Ukraine's victory plan, presented by Volodymyr Zelenskyy, and would work with it.
“Western media used various epithets: such as received with coolness, received without enthusiasm, received skeptically,” he said.
“All of this is untrue; it was received with great interest, it was received constructively, it was taken into work.”
