Zelenskyy maps out social spending priorities

President Volodymyr Zelenskyy directed Ukraine’s finance minister to identify specific public needs for allocating funds from frozen Russian assets, he announced on Facebook following a government meeting on Oct. 28.
"I directed the minister of finance to process specific public needs in Ukraine on which funds from frozen Russian assets should be directed," Zelenskyy wrote.
In September 2025, Reuters wrote that the European Union's leadership is developing a plan to use frozen Russian assets — in the format of providing Ukraine with a "reparations loan."
The European Commission proposed that member states consider using €25 billion ($29 billion) in frozen Russian assets held in private banks across the EU, not just the €140 billion ($163 billion) in the Euroclear depository, for the "reparations loan."
The financial depository Euroclear, which holds a large portion of Russian assets frozen after the full-scale invasion of Ukraine, is located in Belgium.
The Financial Times reported that Belgian Prime Minister Bart De Wever demands that all EU countries share the legal and financial risks associated with the "reparations loan" and guarantee the full amount so that Belgium does not have to repay it in case of problems.
In October 2025, it was reported that the EU is seeking a "Plan B" for financing Ukraine due to Belgium's reluctance to use frozen Russian assets.
