Broad prisoner exchanges are first step to ending war — Zelenskyy

21 March 2025, 10:23 PM

As Ukraine talks with the United States and other partners about ending the Russo-Ukrainian war, one of the first steps must be a full prisoner exchange, President Volodymyr Zelenskyy said on March 21.

In his evening address posted on Telegram, Zelenskyy noted that 4,306 Ukrainian POWs have returned home since Russia’s full-scale invasion began in early 2022.

“And we will bring back everyone; now, as we speak with the Americans and our other partners on how to end the war, we include the exchange of prisoners as one of the first steps,” Zelenskyy said.

The president thanked Ukraine’s partners for their efforts to secure the release of Ukrainian captives.

“We always bring our people home, and that is one of the most important principles of our state; it is, and it will remain so,” he added.

The latest POW swap between Kyiv and Moscow took place on March 19, when 197 Ukrainian service members returned home.

On Feb 24, Zelenskyy stated that Ukraine is ready to exchange prisoners with Russia on an “all-for-all” basis.

The military war may be swinging in our favor, but the information war continues.

Just as an army needs soldiers, so does a free society need its journalists to ensure that people have access to honest, trustworthy voices to understand the world around them.

For the past five years, The New Voice of Ukraine has been working tirelessly to push back against Russian narratives and defend democracy. But we cannot do it alone.
