Drones attacked Russia’s Republic of Tatarstan on Aug. 9, with online reports pointing to strikes and fires at Shahed drone manufacturing sites in the city of Yelabuga.

The geolocation of a drone strike was confirmed by the OSINT project Visioner. Several analysts also reported that Luti drones carried out strikes on assembly workshops for Shaheds in Yelabuga.

The monitoring channel Exilenova+ said the Deng Xiaoping Logistics Terminal in Yelabuga was also targeted.

NV has learned that this is a joint Russian-Chinese project that Moscow once touted as “the largest logistics complex in Russia.” It is located about seven kilometers east of Yelabuga’s main industrial complex, which hosts the primary production center for Shaheds and their modifications.

The terminal is designed to operate as a rail-and-road logistics hub, with an airport to the east. Construction of the $2.6 billion center was financed by the Russian state-owned VTB Bank, which is under sanctions and placed its logo on the roof.

The Dnipro-OSINT project, which tracks the expansion of Yelabuga’s manufacturing capacity, said the logistics center was initially intended as a major hub for Chinese companies supplying goods and industrial components to Russia — including for Shahed production.

Neither Ukraine’s Defense Forces nor Russian authorities have so far commented on the Aug. 9 drone attack on Tatarstan.

Yelabuga is one of the most important hubs for manufacturing attack drones, including the Shaheds Russia uses to terrorize Ukraine. In June and July 2025, NV reported significant expansion of production there, including construction of new workshops and personnel facilities, according to multiple satellite images.
