Trump’s ‘ceasefire plan’ revealed in full
The U.S.-negotiated proposal to end the Russo–Ukrainian war includes Washington’s recognition of the 2014 annexation of Crimea, Kyiv renouncing its NATO aspirations, and Ukraine restoring partial control over Zaporizhzhya Nuclear Power Plant (ZNPP), Reuters reported on April 25.
Reuters published the text of the draft, delivered by U.S. special envoy Steve Witkoff to Ukrainian and European officials during talks in Paris on April 17. The document described itself as the “final offer” from the United States to both parties.
The proposal includes several key elements:
- A permanent cease-fire, with immediate negotiations on its implementation
- Ukraine would receive “reliable” security guarantees
- A group of European states and willing non-European allies would serve as guarantors
- Ukraine would forgo any pursuit of NATO membership, though it could continue seeking EU accession
- The United States would de jure recognize Russian control over Crimea
- The United States would de facto recognize Russian control over Luhansk Oblast
- It would also de facto acknowledge Russian control over parts of Zaporizhzhya, Donetsk, and Kherson oblasts
- Ukraine would regain occupied territory in Kharkiv Oblast.
- Control over the ZNPP would be restored to Ukraine under U.S. oversight, with electricity shared between both sides, as would control over the Kakhovka HPP
- Ukraine would secure free passage along the Dnipro River and obtain control of the Kinburn Spit in Mykolayiv Oblast
- The United States and Ukraine would enter into an economic cooperation agreement related to mineral resources
- Ukraine would be “fully rebuilt” and receive financial compensation
- U.S. sanctions imposed on Russia since 2014 would be lifted
- Economic cooperation between the United States and Russia in energy and other industrial sectors would resume.
The military war may be swinging in our favor, but the information war continues.
