36% of Ukrainians support turning away from NATO in exchange for peace — survey
While 36.3% of Ukrainians would support abandoning NATO aspirations in exchange for a peace deal with Russia, only 21% say the same applies to EU membership, according to a survey published on June 25.
The poll was conducted by the Institute of Strategic Studies and Forecasts, the Center for Social and Market Research SOCIS, and the Barometer of Public Mood. Respondents were able to choose more than one option, ranking their preferences when it comes to acceptable concessions to secure a ceasefire in the Russo–Ukrainian war.
Other potential concessions included giving up territory (16.5%) and granting the Russian language official status in some regions (15.1%). Only 6.9% supported reducing the size of Ukraine’s armed forces.
Nearly 30% maintained that Ukraine should not make any concessions whatsoever, while 12.6% either declined to answer or did not select any option.
In February 2025, SOCIS data showed that 32.1% of Ukrainians believed the country could renounce hopes of NATO membership to stop the war, compared with 23.2% who would consider withdrawing Kyiv’s application to join the EU.
