Russia’s reported agreement to pause strikes on Ukraine’s energy infrastructure for a week would not amount to a genuine concession, since the Kremlin continues to reject long-term ceasefire proposals and has previously used short-term pauses to advance its own political agenda, the Institute for the Study of War said in its latest assessment from Jan. 29.
