NATO weapon fund for Ukraine hits $4.18B with five new countries joining PURL

Sybiha wrote on Facebook that his visit to NATO headquarters this week generated roughly another $1 billion in contributions to the PURL program.

He said five new countries joined the initiative, while nations already taking part made eight additional contributions.

“As of today, 21 countries are participating in PURL — with total commitments amounting to $4.18 billion. We are very grateful to each of them,” Sybiha said.

He added that he held talks at NATO headquarters with the alliance’s secretary general and the foreign ministers of Belgium and Germany.

Ukraine’s foreign minister said he also had a number of brief conversations with counterparts from Canada, Norway, Denmark, and other partner countries.

Sybiha stressed that this was “one of the most productive” meetings of the Ukraine–NATO Council he could remember.

Earlier, he said five NATO countries confirmed they would allocate $1 billion to the PURL program to support Ukraine.

Ukrainian President Volodymyr Zelenskyy later clarified that Norway announced a new contribution to PURL. Canada and Luxembourg also announced increases.

In November, NATO said Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden would fund a joint military aid package for Ukraine worth $500 million under the PURL mechanism.

The Prioritized Ukraine Requirements List (PURL) initiative was created in summer 2025 as a mechanism to rapidly supply Ukraine with U.S. weapons and technology using voluntary contributions from NATO members and partner countries.
