The two presidents were speaking to reporters after a summit of the so-called “coalition of the willing” concluded in Paris.
“Thirty-five countries are taking part in the broader coalition; twenty-six directly support security guarantees in various formats,” said Zelenskyy.
The president said the overall framework for guarantees is clear, but U.S. involvement remains undefined.
“We won’t discuss the full structure today, but the key elements are a strong Ukrainian army, domestic production, expanded European manufacturing, and the ability to purchase weapons—primarily U.S.-supplied air defenses against ballistic missiles,” Zelenskyy added.
“Real partner protection and a multi-element presence [on the ground] are essential. We’re also discussing a U.S. backstop, but I can’t say what form it will take.”
In turn, Macron said the 26 committed participants will either send a peacekeeping contingent to Ukraine or contribute funds to support the effort.
“Our approach includes no limits on the size or capabilities of the Ukrainian military,” he said.
“We want to help Ukraine rebuild its army to deter any potential aggression. Today, 26 countries have formally committed to send troops or financial support to this coalition at sea or in the air.”
The “coalition of the willing” summit included representatives from 38 countries.
RFE/RL reported that U.S. Special Envoy Steve Witkoff left the meeting about 20 minutes after it began. The Élysée Palace said he departed after addressing the gathering, citing another scheduled engagement.
Later, the UK government announced that coalition members would supply Ukraine with long-range missiles.
“Prime Minister Keir Starmer also welcomed partners’ announcements to deliver long-range missiles to Ukraine to further bolster the country’s defensive stocks,” the statement said.
