Kravchenko stated that he lacks the authority to unilaterally dismiss prosecutors in such cases, with decisions resting solely with the QDCP.
Currently, 484 prosecutors with disability status work in prosecutorial bodies, of whom 41 have submitted voluntary resignation requests.
348 prosecutors will be sent for QDCP review, Kravchenko added.
The review will not apply to 136 individuals with:
- Disabilities since childhood;
- Irreversible health impairments;
- Oncological diseases;
- War-related disability status.
Kravchenko noted that some of those referred for review may have legitimate grounds for disability status.
On March 24, 2025, the Anti-Corruption Action Center reported that the Office of the Prosecutor General had not dismissed any of the 74 prosecutors found to have fake disabilities.
The Ministry of Health informed the Center that it had revoked the disability status of 74 out of 526 prosecutors who held such status. In Khmelnytskyi Oblast, 13 prosecutors had their disability rulings canceled, while 61 were revoked in other regions of Ukraine.
Corruption in Khmelnytskyi Medical-Social Expert Commission
The State Bureau of Investigation reported on Oct. 4 that it had uncovered illegal enrichment by the leadership of the MSEC and her son, the head of the regional pension fund office, in Khmelnytskyi Oblast. During searches, investigators found nearly $6 million in cash in various currencies, as well as a number of forged medical documents, lists of draft dodgers with names and false diagnoses.
During the searches, the MSEC chief attempted to dispose of two bags containing $500,000 by throwing them out of a window.
Krupa did not declare these funds, which have since been seized and transferred to a bank for safekeeping. A prosecutor has also filed a motion to seize the money.
The investigation is examining the grounds for the acquisition of a large number of real estate properties abroad and in Ukraine, an elite fleet of vehicles, corporate rights, and foreign accounts totaling nearly $2.3 million by Krupa's relatives.
The SBI will also investigate the so-called "lists of draft dodgers" found in Tetiana Krupa's possession, which included names and “diagnoses” of individuals.
Krupa was charged with illegal enrichment on Oct. 5. She faces up to 12 years in prison with confiscation of all property if convicted.
On Oct. 7, the court arrested Krupa for 60 days with the possibility of posting bail of 500 million hryvnias ($12.1 million).
Oleksandr Krupa, the son of Tetiana Krupa, resigned from his position as the head of the Pension Fund Administration in Khmelnytskyi Oblast, according to media reports on Oct. 12.
On Oct. 20, President Volodymyr Zelenskyy called a National Security and Defense Council meeting to address the Khmelnytskyi MSEC scandal, particularly the mass issuance of disability documents to prosecutors.
On Oct. 21, the Health Ministry voided disability rulings for 74 conscription-age men issued by the Khmelnytskyi MSEC.
On March 17, 2025, Krupa was dismissed as head of the Khmelnytskyi MSEC. On March 21, the High Anti-Corruption Court extended her detention until at least May 18.
