Austria uncovers global procurement network bypassing EU sanctions against Russia

The investigation centered on a Vienna-based company accused of orchestrating the purchase of highly specialized industrial machinery destined for the Russian military-industrial complex.

“The systematic circumvention of sanctions through shell companies and forged documents poses a severe threat to our democratic, constitutional state,” State Secretary Jörg Leichtfried said, adding that the backdoor diversion of high-precision European technology into the production of Russian cruise missiles and air defense systems is completely unacceptable.

Investigators revealed that the front company was established solely to supply sanctioned automated machine tools and specialized metalworking components to Russia, leveraging a complex web of intermediary firms across Türkiye, the UAE, Hong Kong, Belarus, Kyrgyzstan, South Korea, Poland, and Lithuania to mask the illicit transit routes.

By submitting counterfeit end-user certificates, the network deceived European manufacturers into believing the dual-use technology would remain in third-party nations, masking their true destination: subsidiaries of Russia’s state-owned defense conglomerate Rostec. Investigators confirmed that these smuggled shipments were actively diverted to manufacture engines for Russian cruise missiles and combat aircraft alongside other heavy military hardware.

Law enforcement analysis of seized materials revealed that the network had been sourcing industrial hardware for the Russian military since 2019, rerouting supply chains through third countries like Hong Kong and Türkiye as sanctions tightened to confirm over €3.3 million (~$3.81 million) in documented defense deliveries since 2022, while generating a domestic turnover exceeding €700,000 (~$807,450) in Austria.

The Vienna Public Prosecutor's Office arrested a 28-year-old Belarusian director and co-owner of a front company for violating sanctions by supplying specialized CNC machinery to Russia. Authorities seized €140,000 (~$161,490) in sanctioned tooling and placed the suspect in custody pending trial.

Canadian Foreign Affairs Minister Anita Anand previously announced targeted sanctions against a defense manufacturer that directly supplied the Russian military.

The European Union approved a fresh wave of sanctions against Russia on August 7 in direct response to Moscow's intensifying aerial assaults on Ukraine.

New Zealand Foreign Minister Winston Peters announced a fresh package of sanctions on August 8 targeting individuals and entities supporting Russia's war against Ukraine.

The restrictions target 33 individuals and corporate entities, focusing heavily on cybercriminals and actors implicated in the forced displacement, abduction, and systematic 're-education' of Ukrainian children.
