Berlin designates Russia as ‘existential’ threat in new defense doctrine

In the most recent review of Germany’s military strategy, Russia is named as a source of “existential risks” to the country, Der Spiegel reported on June 20, citing the document itself.

Military officials and experts worked on the strategy for about a year and a half to analyze the threats facing Germany. The document includes intelligence warnings that Russia could be preparing for a direct military confrontation with NATO as early as 2029.

Analysts reached that conclusion in part because of policies pursued by Russian dictator Vladimir Putin, who continues to grow the Russian military (expected to reach 1.5 million troops by 2026).

The document notes that for years Russia has accrued combat experience and developed its arms in conflicts in Chechnya, Syria, and now Ukraine.

It also states that Russia has transitioned to a war economy, allowing it to maintain a materiel advantage over European forces.

The paper adds that the Kremlin is “restructuring both its industry and leadership to meet the demands of a large-scale conflict with NATO later this decade.”
