Berlin urges NATO-style guarantees for Ukraine

Future security guarantees for Ukraine after a potential peace agreement should be comparable to NATO membership levels, German Foreign Minister Johann Wadephul said during the German government's Open Day in Berlin, Deutsche Welle reported on Aug. 24.

He emphasized the importance of receiving reliable assurances from a broad range of countries, including European nations, the United States, Japan, and others.

"Ukraine cannot seriously consider any territorial concessions unless it receives reliable guarantees from a wide range of guarantor states," he said.

"Such guarantees would not threaten Russia but could establish the foundation for restoring peace in Europe,” however any breach of these guarantees would be seen as an attack on Ukraine.

Wadephul cautioned against a "dictatorial peace" deal that would turn into a one-sided outcome detrimental to Ukraine and urged Russian dictator Vladimir Putin to stop the aggression and engage in negotiations.

On Aug. 22, President Volodymyr Zelenskyy said that the security guarantees currently being developed for Ukraine should be equivalent to Article 5 of the NATO Charter and include funding for the Ukrainian army.

The United States and European countries are urgently developing security guarantees for Ukraine to pave the way for a possible meeting between President Zelenskyy and Russian leader Vladimir Putin, according to the Wall Street Journal. 

U.S. President Donald Trump and European leaders agreed that Secretary of State Marco Rubio would lead a special task force, including national security advisors and NATO representatives, to draft these guarantees.

Bloomberg, citing sources, reported that approximately 10 countries are prepared to deploy troops to Ukraine as part of these guarantees.
