The foreigner whom Ukraine's SBU Security Service detained in Kyiv on suspicion of working for Russia's FSB Federal Security Service has been identified as British military instructor Ross David Cutmore. NV sources in the SBU confirmed that this is the individual previously mentioned on Oct. 29, 2025.

At the time, the SBU stated that the foreigner was passing official information about Ukraine's Armed Forces to Russia and was preparing to commit terrorist acts.

According to investigators, in early 2024 the foreigner, leveraging his professional skills in firearms and tactical training, arrived in Ukraine to work as an instructor preparing conscripted troops.

After a few months, he quit his job and offered his services to Russian special services for "easy money." He was later contacted by an FSB officer.

The investigation established that the suspect passed the Russians information on foreign instructors with the Ukrainian Armed Forces and coordinates of training centers in southern Ukraine.

The SBU noted that to carry out further tasks, the enemy sent him instructions for making explosives and coordinates of a cache from which he retrieved a pistol with two loaded magazines.

The SBU detained the foreigner in advance. He has been charged under Part 3 of Article 114-2 of Ukraine's Criminal Code (unauthorized dissemination of information about the location of the Ukrainian Armed Forces or other military formations established under Ukraine's laws, committed under martial law conditions).

The suspect is in custody. He faces up to 12 years in prison.
