The document was sent in response to Ukraine’s request for an additional $27 billion for defense expenditures. The letter was signed by European Commissioner for Economy Valdis Dombrovskis and European Commissioner for Enlargement Marta Kos.
The document outlines Ukraine’s legislative obligations under the Ukraine Facility and Ukraine Support Loan programs. The commissioners specified the required measures, implementation deadlines and the amount of funding Ukraine could receive after fulfilling each obligation.
On Sept. 3, the European Commission formally submitted to the Council of the European Union a proposal to approve the eighth tranche under the Ukraine Facility, worth about EUR3 billion (about $3.5 billion).
Regarding the second tranche under the Ukraine Support Loan, Ukraine has so far fulfilled five of the 12 required conditions. At the same time, the Verkhovna Rada has not yet adopted a bill to tax packages worth up to EUR150 (about $175), one of the EU’s requirements.
A European Union official said fulfilling the condition was important, in part because it could generate additional revenue for the state budget.
The letter also reiterated the need for Ukraine to fulfill
previously undertaken commitments. If it does so, the document said, Ukraine
will have sufficient budget funding for the current year.
