Development Minister Oleksii Kuleba signed the document, appointing his deputy Serhii Derkach to chair the body.
Its mandate is to develop proposals for ministry leadership on measures to resume civilian flights in Ukrainian airspace and to protect critical aviation infrastructure.
Besides Derkach, members include directors of the international airports in Boryspil, Lviv, and Kyiv; military officers; and specialists from the State Aviation Administration and Ukraerorukh, the country’s air traffic control service.
In November 2024, Kuleba said Ukraine’s aviation industry was about 95% ready to reopen air travel but warned that ensuring passenger safety remained essential. He said it would take roughly 45 to 50 days to restart flights from Lviv or Boryspil.

stand ready to assist in restoring air travel in Ukraine once a ceasefire is reached.
