The appeals chamber of Ukraine’s High Anti‑Corruption Court left in force an earlier ruling ordering pretrial detention for former energy minister Herman Halushchenko, keeping him in custody unless he posts UAH200 million ($4.6 million) in bail.

No bail has been posted, and Halushchenko remains in custody, the court’s press service said April 23. A panel of judges rejected the defense’s appeals. The decision took effect immediately and cannot be appealed.

Halushchenko was charged on Feb. 16 by the National Anti-Corruption Bureau (NABU) and Specialized Anti-Corruption Prosecutor’s Office (SAPO). He faces charges of participating in a criminal organization and money laundering (Part 2, Article 255 and Part 3, Article 209 of the Criminal Code).

According to investigators, a criminal group exposed in November 2025 registered a fund in Anguilla in February 2021 to launder approximately $100 million. Halushchenko’s family was among the “investors.”

Halushchenko was detained by NABU detectives on Feb. 15 while attempting to leave Ukraine. He stated in court that he had no charges at the time and was traveling to meet his children, who live abroad long-term.
