Democrats seek to stop Trump from using troops against Cuba without Congress

They said the resolution was introduced by senators Tim Kaine, Ruben Gallego and Adam Schiff.

The document stipulates that the president must withdraw U.S. troops from any hostilities against Cuba if Congress does not approve such an operation.

“Only Congress has the authority to declare war under the Constitution, but he [Trump — ed.] acts as if the U.S. military were a palace guard he can order into military action in the Caribbean, Venezuela and Iran without congressional authorization or any explanation of his actions to the American people,” Kaine said.

The Associated Press noted that Republicans largely support the Trump administration’s hardline foreign policy, while Democrats are trying to use war powers resolutions to push Congress to limit the possible use of force abroad.

On March 9, Trump said Cuba was in a serious crisis and suggested the possibility of either a “friendly” or an “unfriendly” takeover.

On March 6, the U.S. president said Cuba would “fall soon” and stressed that the United States is actively working on it, adding that “everything is going very well.”

On Feb. 27, Trump told reporters about the possibility of a “friendly takeover” of Cuba.

“They have big problems, and we could certainly do something good — I think very positive — for the people who were expelled, or even worse, from Cuba and who live here. It is quite possible that we will ultimately have a friendly takeover of Cuba,” he said.

On Jan. 4, U.S. Secretary of State Marco Rubio said the Cuban authorities were in “great danger” after U.S. forces captured Venezuelan dictator Nicolás Maduro.
