Draft notices will not be served via Diia app – Fedorov

Should the Ukrainian parliament adopt the new mobilization bill, draft notices will not be served through the Diia e-governance app, Ukraine’s Digital Transformation Minister Mykhailo Fedorov said in an interview with public broadcaster Suspilne on Feb. 19.

Fedorov said that an electronic registry of draft-eligible men—envisaged in the draft law—aims to prevent draft evasion.

“I do not want to discuss possible scenarios because the law is still being prepared for the second reading,” said Fedorov.

“I can reiterate that there are no plans to send draft notices via Diia. There will be no mobilization-related services, regardless of the format in which the Verkhovna Rada [Ukrainian parliament] adopts the bill.”

On Feb. 6, Fedorov stated that there were no plans to issue draft notices or conduct elections through the Diia app. This repeats his December 2023 remarks following Defense Minister Rustem Umerov's statement that Ukraine was considering issuing mobilization notices via electronic messages.
