11:19 a.m. Ukraine's Special Operations Forces said they struck the St. Petersburg Oil Terminal in Russia overnight, causing a large fire at the facility.
11:00 a.m. Ukrainian President Volodymyr Zelenskyy confirmed strikes on oil infrastructure near St. Petersburg and said Ukrainian forces also hit a Russian military base in Kronstadt. The targets are located more than 850 kilometers (530 miles) from Ukraine's border, Zelenskyy said.
8:50 a.m. St. Petersburg Gov. Alexander Beglov said the city was under a large-scale drone attack and that air defenses were operating. Residents were urged to stay indoors and warned of disruptions to mobile internet service.
Russia's Defense Ministry claimed its forces intercepted 389 drones overnight, including over Leningrad and Moscow oblasts.
Updated at 8:07 a.m. Leningrad Oblast Gov. Alexander Drozdenko reported that "falling debris" landed in the port of Vysotsk on the Baltic Sea, about 90 kilometers (56 miles) from St. Petersburg. The port includes an oil terminal operated by Lukoil.
Russian authorities also claimed to have destroyed 67 drones over Leningrad Oblast on the morning of July 4.
Monitoring channel Exilenova+ reported that the St. Petersburg Oil Terminal in the port was hit. According to OSINT analysts, multiple fires were detected across the terminal.
Drozdenko confirmed the drone attack and said two drones had been shot down before dawn on July 4. He did not disclose any damage.
According to Ukrainian Defense Ministry adviser Serhii Sternenko, the St. Petersburg Oil Terminal is one of the largest in the Baltic region. It has 21 petroleum storage tanks and an annual throughput capacity of 12.5 million metric tons.
Ukraine's Defense Forces previously struck the St. Petersburg Oil Terminal in June 2026.
On June 3, on the eve of the St. Petersburg International Economic Forum, drones attacked the oil terminal and Russia's naval base in Kronstadt, reportedly damaging the Boyky corvette.
On June 6, St. Petersburg and Russia's Leningrad Oblast came under another drone attack. Ukraine's General Staff later reported strikes on Kronstadt and on a missile storage complex belonging to the 1060th Logistics Support Center in the settlement of Bolshaya Izhora in Russia's Leningrad Oblast.
