Blackouts are unavoidable and may even lengthen due to ongoing Russian attacks on energy infrastructure.
"The enemy is knocking out generation almost daily, hitting transmission system operators and even starting to strike small thermal plants, modern biofuel power plants," the lawmaker said.
“Constructing generation quickly is impossible, and the enemy hits almost every day. Generation is not increasing, so we must consume sparingly and understand what we are facing.”
He suggested outage schedules could apply until the heating season ends.
"We must consume gas, heat and electricity sparingly," Nahorniak added.
On Nov. 10, hourly outage schedules and power limits for industrial consumers are in effect from midnight to 11:59 p.m. in most Ukrainian regions.
The Energy Ministry said current schedules are posted on regional distribution system operators' official resources.
It urged consumers to use electricity rationally throughout the day, especially mornings and evenings, to ease grid strain.
Overnight into Nov. 8, Russia attacked Ukraine's energy infrastructure with 503 strike drones and missiles of various types. Strikes hit facilities in the Kyiv, Kirovohrad, Poltava, Kharkiv and Dnipropetrovsk oblasts.
Centrenergo reported that two thermal power plants — Zmiyiv in Kharkiv Oblast and Trypillia in Kyiv Oblast — halted operations due to the overnight Russian strikes.
Foreign Minister Andrii Sybiha said Russia deliberately targeted substations supplying the Khmelnytskyi and Rivne nuclear power plants.
The Nov. 8 attack was one of the war's most severe on the energy sector, the Energy Ministry stated.
