He believes the Russian dictator made a mistake by not participating in the Global Peace Summit.
The Peace Summit process began only a year ago with the participation of 14-15 national security advisers, and now half of the UN is involved at the level of country leaders, said the premier.
"I think he (Putin) should join," the Dutch official said. "The train will not move without Russia. But first, this meeting."
When asked how to get Putin to join the Peace Summit, Rutte said: "By achieving success here. Obviously, since he came up with this crazy proposal for peace yesterday, it shows us that he is panicking."
Ahead of the Peace Summit in Switzerland, to which Russia was not invited, Putin announced on June 14 his "conditions" for ending the war against Ukraine. He suggested that for the fighting to stop, Ukraine should "withdraw its troops" from the territories of Donetsk, Luhansk, Kherson, and Zaporizhzhya oblasts within their administrative borders. He also demanded that Ukraine refuse to join NATO.
Ukraine's Foreign Ministry emphasized that Putin's attempts to portray himself as a "peacemaker" and offer "options" for ending the war he started are absurd. They stressed that all the ultimatums voiced by Putin have been heard many times before from Moscow and that there is nothing new in these statements.
President Zelenskyy called Putin's new manipulative statements an ultimatum and pointed out that he was reviving Nazism.
About 100 delegations, including 57 heads of state and government from all regions of the world, are taking part in the Global Peace Summit initiated by Ukraine, taking place on June 15-16 in the Swiss resort of Bürgenstock.
