European Commission proposes €3 billion Ukraine Facility payment after 10 reforms

The payment is expected to be made in September, European Pravda reported, citing an EU Council official who spoke on condition of anonymity.

“On Aug. 24, during Independence Day celebrations, Ukraine submitted a request for payment of parts of the fifth, seventh and eighth installments under the Ukraine Plan within the Ukraine Facility, totaling €3 billion,” the official said.

Ukraine has now completed a reform it had originally committed to implementing in the second quarter of 2025: legislation governing the review of judges’ integrity declarations and procedures for verifying them has entered into force.

That step is worth €286,000 under the facility.

Three other reforms originally scheduled for the fourth quarter of 2025 have also been completed and will together unlock €368,000:

• Appointment of a new electricity market operator;
• Entry into force of legislation supporting the development of more efficient and sustainable district heating;
• Entry into force of legislation on railway traffic safety and interoperability.

Three additional steps tied directly to the eighth Ukraine Facility payment will unlock €2.29 billion:

• Publication of an assessment of the banking system’s resilience;
• Entry into force of legislation on access to information concerning external engineering works;
• Publication of a report on the implementation of state support through the Public Agrarian Register.

Ukraine also provided evidence that it had completed three reforms linked to the ninth payment.

No funds will be disbursed for those steps as part of the current installment, but their completion played a positive role in the decision-making process, European Pravda reported.

The reforms include:

• Entry into force of legal acts aimed at improving the resolution of nonperforming loans;
• Adoption of an operational action plan for 2026-2028 to implement the National Strategy for Closing the Gender Pay Gap through 2030;
• Adoption of amendments to procedures governing state water monitoring.

Sources cited by the outlet said the €3 billion payment under the eighth Ukraine Facility installment is expected in September.

On July 30, the Council of the EU approved amendments to the Ukraine Plan that could provide Kyiv with more than €8 billion in additional Ukraine Facility financing in 2026.
