According to Le Monde on March 11, citing the Elysee Palace, Macron stated the need “to move from a concept to a plan” that would underpin a robust, lasting peace in Ukraine.
Officials said the discussions underscored that security guarantees “should not be separate from NATO and its capabilities.”
Earlier on March 11, during a U.S.-Ukraine meeting in Saudi Arabia, Ukraine agreed to an “interim” 30-days ceasefire, provided Washington convinces Moscow to follow suit. The potential ceasefire makes the need for a European plan to enforce it ever more urgent.
At the same meeting, the U.S. delegation announced that Washington would “immediately” resume military aid shipments and intelligence sharing with Kyiv.
