The EU Council extended temporary legal protection for Ukrainians in EU countries through March 4, 2028, withholding those rights from draft-eligible men who broke military registration rules, Ukrainska Pravda reported on July 30.

Under the change, Ukrainian citizens subject to military service will be eligible for temporary protection only if their military registration documents are in order. Applicants will, for example, need to show a Ukrainian border stamp confirming a legal exit from the country, or provide paper or electronic documents proving an exemption from mobilization, or demonstrating compliance with Ukrainian law on military obligations.

The new requirement applies only to Ukrainians who arrive after the rule takes effect and who have not previously been granted temporary protection.
