Romania's state electricity company Nuclearelectrica has begun purchasing electricity from Ukraine, with support from Moldovan energy company Energocom, to help cover a shortfall caused by the shutdown of the first reactor at the Cernavodă nuclear power plant, according to an announcement on Facebook on Aug. 3.

The imported electricity will also reportedly help mitigate the shortfall's broader impact on Romania's energy market.

"Nuclearelectrica and Energocom have a long-standing partnership, formalized in a memorandum of understanding signed in 2023, to ensure energy resilience and mutual support between the two companies," the company said in its statement. "The current difficult situation in Romania and across the region, caused by extremely low water levels in the Danube River, requires long-term partnerships and strong commercial relationships that allow for mutual support and the stability of the national energy system."

The Romanian army recently intervened along the Danube and is preparing to blast a rock formation in order to redirect the river's flow and secure water supply for one of Cernavodă's reactors.

Due to the risk of an electricity shortage, Romania's Energy Ministry convened large industrial consumers on Aug. 3 to negotiate a voluntary shift of production to daytime hours. The ministry has not ruled out mandatory shutdowns for businesses if the situation worsens.

In Romania, low Danube water levels forced the shutdown of a reactor at the Cernavodă NPP on July 28, the country's only nuclear facility.

Separately, Hungarian Prime Minister Péter Magyar said Hungary could face an energy crisis, in part due to the suspension of operations at the Paks nuclear power plant — the country's only nuclear facility — because of low Danube water levels.

Record heat and drought have driven water levels in the Danube to record lows, and the region has already begun experiencing disruptions to river shipping.
