Fifteen Russian drones and six missiles targeted the city.
"An apartment building in Lutsk was hit and partially destroyed. The shock wave shattered windows in many other buildings," Rudnytskyi said, adding that no one was killed in the attack.
Residents have been evacuated. Emergency efforts are ongoing.
The attack on Lutsk was part of a massive, wide-scale Russian assault on Ukraine involving dozens of cruise and ballistic missiles and over a hundred drones targeting civilian infrastructure and densely populated areas throughout the country.
At least four people were killed and 20 others were injured in Kyiv. Widespread damage and fires were reported in various parts of the Ukrainian capital.
