This is the fourth dam breach in Russia in the last two weeks.
The dam broke in the Myasokombinat neighborhood, the Russian Ministry of Emergencies clarified.
They insist that "the water level in the city's territories is low."
"Rescuers recommend local residents to evacuate, but everyone decides for themselves," the agency added.
Water level will rise within one or two days, the city administration warned.
"A dam burst at the Kialim Reservoir in the Karabakh City District, Chelyabinsk Oblast, on July 26," the message said.
"A dam on the White Sea-Baltic Canal burst in the Segezhsky District of Karelia on July 29, resulting in the death of one person."
"The Honkholoi dam broke due to floods in Buryatia on August 4, and several bridges were also washed away."
